Olivier Rwamasirabo

Managing Partner

Olivier Rwamasirabo is an accomplished Rwandan legal executive with a multicultural local and international experience spanning 15 years across six African countries. Over his career, he has served as senior Internal Legal/Regulatory Counsel for multinational companies and the Finance Ministry of Rwanda.

Olivier refined his expertise in PPP contract negotiations and Government relations while at Vale where the team he was part of lobbied for the extension of key railway infrastructure, mining and energy concessions agreements between Vale (World’s 3rd largest mining company) and the Governments of Mozambique, Malawi and Zambia.

Olivier proved his mettle as an astute legal negotiator and policy advisor by spearheading, in collaboration with the IMF, the 2005 Income Tax reforms as the Head of Legal and Tax Policy at Rwanda’s Ministry of Finance. He on the team that negotiated key Double Taxation Agreements (DTAs) between Rwanda and the Governments of Belgium and South Africa.

His expertise in influencing Public Policy was recognised when he was appointed by Cabinet to the Business Law Reform Commission of Rwanda, the team that proposed major legal and institutional reforms to transform the business environment in Rwanda. Rwanda is currently ranked among the top-50 nations in the World with regard to ease of doing business.

He was also instrumental in advocating for the establishment of an intergovernmental roundtable platform on policy and regulatory coordination in the mining sector in Mozambique.

He holds a Bachelor of Laws degree (LLB) from the University of Rwanda (1999) and a Master of Laws (LLM) in International Economic Law from the University of Warwick (2002), having received the prestigious British Chevening Scholarship.

He is an ardent golfer with an excellent command of Kinyarwanda, English and French and a working knowledge of Portuguese and Kiswahili.
